Based in Karachi, Sindh, the KWSSIP Project Implementation Unit (PIU) invites Expressions of Interest (EOI) from accomplished individuals with proven expertise in public financial management, administrative leadership, and gender-inclusive institutional reform. Open Positions – Qualifications & Experience

All three roles are individual consultancy contracts under the World Bank’s Procurement Regulations for IPF Borrowers (Revised Fifth Edition, September 2023). Selection will follow Section VII: Open Competitive Selection of Individual Consultants, ensuring transparency, merit, and technical excellence.

  • Master’s degree in Public Administration, Business Administration, HRM, or equivalent from an HEC-recognized university.
  • Minimum 10 years of administrative experience in complex organizations—ideally public utilities, government departments, or donor projects.
  • Demonstrated ability to manage office operations, procurement logistics, asset management, and HR workflows independently.
  • Sound knowledge of Government of Sindh rules, statutory compliance, and fiduciary controls.
  • Experience designing HR policies, performance frameworks, or competency-based recruitment systems is highly valued.
03 Director Equity & Reform (01 position)
  • Master’s in Gender Studies, Sociology, Public Policy, Social Development, or related field.
  • 5–7 years of professional experience in social inclusion, gender mainstreaming, or institutional reform.
  • Proven track record in designing and implementing Gender Action Plans (GAPs) within public institutions.
  • Familiarity with World Bank Environmental and Social Framework (ESF) or similar standards.
  • Experience working with utilities, local governments, or infrastructure projects on diversity, accessibility, and community engagement.

Role-Specific Responsibilities & Strategic Impact

1) Finance Manager

This role ensures financial accountability, transparency, and efficiency across the $300+ million KWSSIP portfolio. Key deliverables include:

  • Overseeing project budgeting, cash flow forecasting, and expenditure tracking
  • Implementing World Bank-compliant financial reporting (monthly, quarterly, annual)
  • Managing audits, internal controls, and fiduciary risk mitigation
  • Supervising disbursements to contractors, consultants, and vendors
  • Building capacity of KW&SC finance staff on IFMIS, ERP, and donor reporting

Ideal Candidate: A CA/ACCA with hands-on experience managing multi-million-dollar World Bank grants, preparing Financial Management Arrangements (FMAs), and ensuring compliance with Procurement and Fiduciary Guidelines.

2) Manager Admin & HR

This position anchors the operational backbone of the PIU, ensuring smooth day-to-day functioning and strategic HR alignment. Core functions:

  • Managing office infrastructure, fleet, security, and logistics
  • Overseeing procurement of goods/services per PPRA and World Bank rules
  • Designing HR policies for recruitment, performance appraisal, and staff welfare
  • Ensuring compliance with Government of Sindh service rules and labor laws
  • Coordinating with KW&SC’s central HR department for staffing and payroll

Ideal Candidate: An administrator who has run HR and admin units in large public entities (e.g., WAPDA, K-Electric, Sindh Health Department) or major donor projects (e.g., SGP, PPAF, UNDP).

3) Director Equity & Reform

This pioneering role embeds gender equality, social inclusion, and institutional modernization into KWSSIP’s DNA. Expected outcomes:

  • Develop and implement a robust Gender Action Plan (GAP) aligned with World Bank ESF
  • Ensure women’s participation in project design, implementation, and monitoring
  • Advocate for inclusive water access for low-income, disabled, and marginalized communities

About the Karachi Water & Sewerage Services Improvement Project (KWSSIP)

Launched under the Sindh Cities Improvement Program, KWSSIP aims to modernize Karachi’s aging water supply and sewerage network, enhance service delivery, reduce non-revenue water (NRW), and improve environmental sustainability. The project includes:

  • Rehabilitation of water treatment plants and pumping stations
